Personnel

NORCAP includes the world's first civilian standby force of trained personnel, NORCAP, established in 1991. The force is comprised of volunteers from about 25 different professions. The volunteers are on standby for rapid deployment. The fact that the standby force is already trained enables deployment within 72 hours.

NORCAP’s personnel offer a wide range of skills, and various specialists are ready for immediate deployment anywhere in the world.  Some 100 members of the standby force are on field assignments at any given time.

NORCAP is administered by the Norwegian Refugee Council (NRC), which recruits, trains and places personnel on secondments. The NRC has employer responsibility for secondees. Secondment expenses are primarily covered by the Norwegian Ministry of Foreign Affairs.
